Genesis of Privileges of Baltic Provinces as a Precondition for Implementation of Judicial Reform of 1889 in Baltic Provinces

Summary
The Baltic provinces were part of the Russian Empire from the early 18^th century until 1917, a period marked by the evolving policies of successive Russian emperors, which ranged from the preservation of regional autonomy and recognition of local privileges to gradual integration and the centralization of power and russification, especially during the second half of the 19^th century.
Within a historical-comparative framework, the author examines the privileges granted to the Courland and the Livonian provinces. Considering the objectives of the judicial reform of 1889 – the reduction of the autonomy of the provinces, the centralization of power and the policy of russification – it can be stated that the restrictive privilege policies pursued by the preceding emperors of the Russian Empire played a significant role in achieving these objectives.
ccordingly, the genesis of the privileges of the Baltic provinces may be regarded as one of the preconditions for the implementation of the judicial reform of 1889 in the Baltic region.
