Summary
One of the autonomous functions of local governments is to organise water management and heat supply management services. These services local governments are organising in three ways. Most often, the services are organised by capital company of local governments. The author discusses the ways of organisation, the types of contracts by which the organisation is carried out, certain aspects of the separation of public and private law, as well as certain aspects of subjective rights.
