Practice of Parliamentary Interpellation Institute and Its Issues in Latvian Constitutional Law

Summary
Parliamentary interpellations are amongst the oldest instruments of parliamentary oversight. In addition to serving as an informative tool it is a mechanism for day-to-day scrutiny of the executive, ensuring full transparency in parliamentary proceedings. Historical practice in the Latvian Parliament (Saeima) demonstrates the effectiveness of the interpellation process. However, contemporary parliamentary practice reveals that interpellations have become virtually “unusable” for the opposition due to vague regulations in the Rules of Procedure of the Saeima and the political culture shaped by nearly 25 years of coalition agreement practices. Therefore, amendments to parliamentary regulations are necessary to restore the effectiveness and full potential of parliamentary interpellations.
