Summary
At the end of the Second World War, many Latvians emigrated to the Western world to escape the renewed Soviet occupation, including about a quarter of all lawyers. In exile, they published two periodicals dedicated to the matters of legislation: in the refugee camps of Germany, Kārlis Vanags edited the publication “Tiesībnieks” (1947–1950), while Konstantīns Ozoliņš was the editor of the journal “Latviešu Juristu Raksti” (1959–1973) in Sweden. In the period between these two publications, the newsletter “Tieslietu Vēstnesis” (1953–1954) was published by Teodors Zvejnieks to serve as platform for internal discussions of lawyers.
K. Ozoliņš’ journal contained articles by prominent Latvian lawyers in exile (judges, civil servants, attorneys-at-law, University of Latvia professors, politicians, etc.), dedicated to the international legal situation of Latvia under the Soviet occupation, the history of Latvian law, constitutional law, legal theory and philosophy, Soviet law, the life and organisations of Latvian lawyers in exile, and other issues. “Latviešu Juristu Raksti” is a testimony of Latvian lawyers’ belief in restoring the country’s independence and remains an essential source of contemporary Latvian legal science.
